Metropolitan City and the local government operate a grant system for resolving fiscal gap adjustment in accordance with the tax imbalance between municipalities. Leisure tax, the normal tax resources that includes the composition of the adjustment funds such as grants racetrack are adjusted based on local grants share in expenses according to collect a lot of Leisure tax has increased, so has the importance of Leisure tax is increasing. However, the Supervisory Board, The National Gaming Control Commission is demanding a policy of force, such electronic card introduced to the industry, Leisure tax faces a crisis reduced by about half. Due to the Supervisory Board regulation, All municipalities receiving indirect beneficiaries or a direct benefit of Leisure tax from the horse racing bicycle race, motor boat racing are plunged sharply in the adjustment it leads to grants receive financial blow. In this paper, We look at the scale of adjustment grants in accordance with the calculation and allocation criteria for adjusting grants for membership based local governments around the Gyeonggi Province, scale of Leisure tax and electronic card system in which one of the main estimate items in the adjusted grant Leisure tax introduced reduction of size and reduction of Leisure tax should be expected to evaluate the impact on the scale of adjustment grant. Next we examined not only adjusted the grant of governments based on race track (bicycle race track, motor boat racing) and off track office that collects Leisure tax are installed, but also the non municipalities to adjust the grant funds the effect on Leisure tax that local governments that contribute to creating scale installation..
