The purpose of this study is to investigate properties and phases of dialogue under in speech education. There are four kinds of causes as the absence of dialogue education. First, influence of traditional written language and military culture, second, spoken language education only focused in language expression, third, spoken language education only focused in public and group speech, and forth, negligence of phase preparation as independent discourse. To overcome this, this paper has firstly investigated properties of dialogue. Intimacy, relationship, context adhesion, low stakes were considered as properties of dialogue. And an equality, a hierarchy, and a correlation relation were presented as phases of it. The correlation was the most appropriate relationship among them. Based on the above points, this paper treated possibility of dialogue education at the ontological and semantic perspective. This was divided with exchange of information and interaction at a public and private domain. But the limits were left in a concrete education method.
