This report is intended to review a history of welfare system in Incheon for the whole period between the late Choseon and the end of Japanese rule, for the purpose of filling the gap left by the existing literature on the topic. Incheon is one of the ports that opened the door to foreign countries first in Korea's history, and, for that reason, many Western missionaries resided in Incheon and provided several non-governmental welfare services, including free medical services, homes for orphans, education, and so on. Those welfare services granted by foreign missionaries, although religious in nature, contributed to relieving the poor when Choseon government could not even think about providing a minimum service for its own people. On the other hand, even though the colonial government had some programs for poverty relief, they were paternalistic in substance. Thus, from the late 19th century, Incheon had already had a few social welfare service programs, but most of them were either non-governmental and hence lacked resources(human as well as financial), or they were perfunctory or only a showcase program in the sense that both coverage and benefit were very limited.
