The Western Zhou Dynasty sought to dominate ‘South Region’. It was verified by the expedition to south of Zhaowang and frequent expedition to Huaiyi sustained in middle and late period of Western Zhou Dynasty. This paper aimed to inquire into south region management of Western Zhou Dynasty and its collapse precess with a restoration of Zeng-hou and E-hou’ whereabouts as the central figure, who recently attract a lot of attention because of excavation of their remains in Hubei. Through the recent result of archaeological investigation, we could find that the Zeng-hou and E-hou were coexisted in Suizhou in the early time of Western Zhou Dynasty. The Zeng-hou and E-hou moved their strongholds to north because of failure of expedition to south of Zhaowang. Around this time, the cultural integration was progressed in Nanyang Basin, Along with the date corridor and Jianghan Plain. The cultural integration was connected with political integration. The Chu developted in Jingshan also joined in this integration, and eventually became the political leader in south region. The south management of Western Zhou Dynasty was largely daunted to north, so after the mid of Western Zhou the Huaihe basin became the object of governing. In this process, the Zhou Dynasty adhered to traditional method of ruling. However, Huaiyi resisted the pillage of dynasty and sought to integrate around the influential person. To provide Huaiyi with opportunities of integration was excessive pillage of Western Zhou Dynasty, but its influence to Huaiyi began to lost in proportion to it. In this historical process, the local ruling of Western Zhou Dynasty over south region became collapsed.
