The national flower of Korea, the rose of Sharon has been in bloom for 5000 years in our territory, sharing national origin of Korea. When a national symbol is with the nation, its value is constantly recognized and it can carry out its proper function. When a national symbol is with the nation, its value is constantly recognized and it can carry out its proper function. However, currently the rose of Sharon is not easily accessed by the citizens. There are several ways to promote the easy access of our national flower to the citizens of our country. The medium of `character` is one of effective ways for the rose of Sharon to get familiar with the nation. The aim of this research is to propose the feasible methods for the development of public interest character design based on our national flower. It is difficult to gain the sympathy of the nation only by the character formed in a simple flower shape in that the rose of Sharon is a national symbol. The rose of Sharon character must be created by a base of its unique quality and connection with the history of Korea. This research is to understand it from a biological perspective through old documents and naming. Also, the creative work process of the rose of Sharon character reflecting these characteristics is presented as an example. The basic data related to this can be organized as follows: ① The formation of a character by the rose of Sharon must be based on its biologically-original form, which has been autogenous in Korea for a long time. ② The quality or personality of the character can be given by old documents, stories or names, and it can be reconstructed up to date according to the development purpose or developer`s intention. ③ The costume and color of the character must be corresponded with its characteristic, especially in a Korean traditional way, and modern sense can be added to it. The character now will play a great role in raising the nation`s sympathy. Besides the rose of Sharon, the creative character like this will make possible to apply into any kinds of creative work based on our tradition.
