Recently, people cannot help being confronted by specialized, diversified, and complicated global political situation. It is, unavoidably hard to find effective countermeasures in the changing policy environment with the decision-making process focused on countries. North Korean refugees have been faced lots of changing policy environment. Changes of not only managing department but also the content and orientation of policy enforcement has been taken place, which still fall short of our expectations.
The supporting policy of North Korean refugees is criticized as a high cost and low efficiency policy. This study aims to suggest a solution to the problem by means of the construction of good governance focused on the policy instances of Daegu Metropolitan City. It particularly emphasizes the danger of the local government centered governance system at the local level to accept the changed policy environment. Hence, this study maintains that local community organizations which support the North Korean refugees’s settlement in Daegu should be encountered horizontally and passively in the third space, cooperate, and promote all projects and good governance. With that, it can be possible to achieve the effective regional settlement of North Korean refugees.
