In this study, We aimed a national biosafety management policy of which is one of public health policy that is always in regulation resources deficiency state, analyzed the regulatory environment for the development and implementation of self-regulatory policy by management consulting methodologies on public sector. And We considered any conditions organizations for the implementation of self-regulatory policy, is an attempt to derive a direction to convert it to the policy.
So We divided the regulatory environment to the external environment and internal environment using the management consulting methodology, external environment was analyzed to 7S and internal environment was analyzed to STEEP. Next We was comprehensively the results in the SWOT after derived, converted to the strategy of the organization and operations.
Based on this strategy, We considered the characteristics of regulatory requirements and implementation organization for national biosafety management policy based on Bartle & Vass"s model. As a result, We confirmed to be correct to expand the opportunities for education and to construct the implementation organization to enhance the ability of research institution around Institutional biosafety committee.
