Until 1960s, Korea made a rapid progress in economic growth and urbanization incomparably. Korean government had to make new built-up area for almost 35 million people in 5 decades. During the process, the downtown and built up areas have been slowly decayed. So, the government took several steps by making the special law for promoting urban regeneration and life quality. But all of these projects were based on the profitability of developers and construction companies. about these projects, there were lots of side effects which were community breakdown, shortage of public facilities, traffic congestion and mismatch with buildings. So, korean government supported several projects and campaigns based on residents participation, not development profit by developers for a decade. At last, at the end of 2013, the special law for urban regeneration was established for economic revitalization, cultural identity and community prosperity. Then, 13 cities were nominated for pilot city for urban regeneration project by government funds.
Though these efforts, there are lots of improvement and consideration for successful urban regenerations.
First, we need to support anchor projects intensively for better possibility of success and to attract private capitals for sustainable development from public aids to private investment step by step.
Second, we give the organization of residents a legal right to facilitate and promote the residents participation and enough time to mature the citizenship. Lastly, continuous campaign and lifelong education programs are offered to the community and supportive organization has to be founded for better communication between residents, public officers and private sectors.
