The purpose of this study is to supplement the quantitative evaluation and to analyze qualitatively the performance of the urban regeneration priority projects. The qualitative achievements of the eleven neighborhood-based urban regeneration priority areas were evaluated. The fourteen qualitative evaluation indicators were selected through the review of the concept of each qualitative indicator, NDC (New Deal for Community) evaluation indexes, and the objectives of the eleven projects. The overall satisfaction level of the projects on the physical environment improvement was high, but the project methods are to be improved. Long-term private investment has been effective in regenerating the local economy. The community revitalization effect turns to be insignificant. The following suggestions are made to improve the effectiveness of future urban regeneration projects. At the planning stage, local residents needs to take more initiative of the projects. At the operational stage, public and professional groups need to trust more local residents and consider more the sustainability of the projects. In the monitoring and evaluation phase, transparent and specific evaluation measures should be prepared for the regeneration projects.
