This paper addresses a workload estimation problem that arises at Korea Post delivery post offices that have multiple categories of workers and task assignments. The main objective of this paper is to describe a methodology for estimating the workload of each staff for delivery in some apartment-zoned areas as contractual service based on work time measurement. In the proposed method, the application of mail volume by type and delivery environment including the number of buildings make it possible to construct the estimation model precisely, thereby reflecting the practical load of each staff. Experimental results demonstrate that the proposed method achieves several advantages in terms of the effectiveness and the flexibility of load estimating.
