Theorizing middle powers in international relations needs a new research strategy if it is to be useful to understanding international relations and guiding foreign policies in the era of G2 led by the United States and China.
While defining what middle power is has been at the center of the research, it has not made substantial progress so far. It is difficult to come up with a controversy-free list of middle powers even if an eclectic definition of middle power is utilized, which combines the existing three approaches to middle power based on national attributes/capabilities, behavioral traits, and identity. With respect to middle powers’ role in institution/norm-building and mediation, it is assumed that middle powers have benevolent and moral intentions, by which they are distinguished from great powers. However, there are no a priori grounds to support that claim. The middleness in national capabilities does not necessarily cause the benevolence and morality of middle powers. And middle power activism has varied across middle powers and over time. Such variation in middle power activism was the result of the Cold War, coherence within middle powers, domestic groups’ interest in foreign policy, economic conditions, availability of policy alternatives, and domestic political structure.
Concluding, studies on middle powers need to go beyond definition. Middle power theory may advance with a definition of middle power specific to each issue area and accompanied by data analysis. And middle powers need to be examined from diverse angles such as national interest and variation in middle power activism.
