The role of IPRs in international trade, the global economy and international relations has grown considerably, especially since the 1970s. IP regulation during the 1980s came to be linked to trade policy, this setting the stage for the globalization of IP standards. Competition regulation, at least so far as IP was concerned, began to adopt a hands-off approach. The rationale behind these movements is the exterior influences and pressures coming from governmental and non-governmental actors. In fact, private interest groups are
increasing competing to shape the international IPR in ways that further their economic interests and reflect their sense of fairness. For example, Under the leadership of Pfizer"s CEO backed up by his IBM counterpart, the ACTPN successfully elicited the support of groups such as the Pharmaceutical Manufacturers Association and the Chemical Manufacturers of America, and actively sought to educate congressmen and the USTR officials in the arcane subject of IPRs, and its importances for the United States, and the need for a multilateral solution with GATT as the best available forum. And, IIPA works closely with the U.S. Trade Representative in the annual "Special 301" reviews on whether acts, policies or practices of any foreign country deny adequate and effective protection of intellectual property rights or fair and equitable market access for U.S. persons relying on intellectual property protection. Private interest groups do not only collect statistics for IP Infringement, but also endeavor to acquire and protect the IPRs. The acquisition of rights and the efforts to protect the rights include a small army of people to monitor the market, take enforcement action, if necessary, engage law enforcement, lobby government agencies and other steps. In these ways, private interest groups of Korea should expand their powers to reflect their IP in trade policy.
