The basic focus of this study is to examine empirically the effects of foreign intellectual property rights(IPRs) policy on the export volume of Korea. From this research, we want to analyze the economic effects of IPRs protection and derive the implications of IPRs policy for Korea.
In the empirical analysis, we have applied the gravity model to the export data of Korea from 2001 to 2003, divided by trading partners and industries.
As the results, we have found that foreign IPRs level has negative effects on Korea total export volume. This means that the strengthening of foreign IPRs should not result in increasing Korea export volume on average. The effects of IPRs, however, differ with trading partners and industries. The negative effects of IPRs are dominant in the export to developing countries and low-tech industries export. On the other hand, high-tech industries export to developed countries increases by the strengthening of foreign IPRs.
From these results, we conclude that the effects of foreign IPRs protection differ with the characteristics of trading partner and industries and these differences must be considered in Korea policy toward foreign IPRs.
