This will address a counter argument to the fait accompli, emergence of China and decline of the United State as the new international order. It is necessary to review the theoretical appropriateness of China’s renowned Sino-U.S. relationship and the United States’ pivot to Asia or rebalancing in East Asia. This article is based on research questions: Does Chinese foreign policy threaten the interest of the United State in East Asia? Will the United States respond to Chinese request of the renowned Sino-U.S. relationship? This will argue that the United States has applied a new paradigm, balance of power theory, on East Asian issue even if China has preferred power transition theory. The United State has kept containing Chinese expansion by changing its paradigm with development of military technology and the foreign policy of soft power and smart power. This also briefly mentions the domestic minority ethnic conflict and the corruption issues as negative factors for the emergence of China as well.
