The purpose of this paper is to study the role of the treaty and agreement between the United Stated of America and Japan in 1908 about the annexation to Korea in 1910. Taft, as U.S. presidential envoy, have visited at Tokyo for negotiation with Japan from September, 28th to October, 2th, 1907. The subjects for a meeting is as followers: First, Japanese immigration problems Secondly, the Philippines security question Thirdly, the problem of the annexation to Korea. In this conversation, Japanese Foreign Minister said that Japan want to annex to Korea. This meeting in 1907 result to the conclusion of four treaties and agreements between two nations, that is, Gentlemen Agreement(1908. 2), Arbitration Treaty(1908. 5. 5), Convention between Japan and The United States of America for the protection in Korea of Inventions, Designs, Trade-marks and Copyrights(1908. 5. 19), and Root-Takahira Agreement(1908. 11).
A network of the treaty and agreements in 1908 effects on the annexation to Korea by Japan. Japan conceded to America’s demand of the prohibition of the Japanese immigrant workers to United States. United States repay to admit Japan control to Korea in return for Japanese concession about immigration problems. Arbitration Treaty between U.SJapan change Korea-U.S. Commercial Treaty, 1882, that has become a dead letter.
Through Convention between Japan and the United States of America for the protection in Korea of Inventions, Designs, Trademarks and Copyrights, U.S.A concede their extraterritoriality in relation to this Convention in Korea to Japan. The U.S.A permit that Japan come into a territorial possession of the Korean Peninsula in Root-Takahira Agreement. I arrive at two conclusion; The one is that United States of America open the door to Japan for the annexation to Korea in the treaty and agreements between United States of America and Japan in 1908. The other is that each of four treaty and agreements which U.S.A conclude with Japan in 1908 play a decisive roll for annexation to Korea in 1910, because every treaty is the complementary and follow-up measures one another in the relation between cause and effect.
