The quintessential aspect of China’s external strategy under Xi Jinping is not to hide its new power and influence any longer. In contrast to his predecessors, Xi has exuded diplomatic confidence and emphasized a will to protect China’s core interests. China’s claim for establishing a new type of major-power relationship with the U.S., its determination for a possible war with Japan, and its unilateral announcement of Air Defense Information Zone (ADIZ) have all boiled down to a new dynamic in East Asia’s balance of power.
East Asia is in flux. Japan’s call for “Active Pacifism” or collective self-defense in the economic and military domains.in the name of world peace and stability.has found an echo in the United States. Japan’s attempts to revise its peace constitution would help reduce U.S. defense expenditure.at the time of severe austerity.and Japan’s financial support to Southeast Asia would enhance regional security and defense cooperation, thus expanding a creeping united front against a rising China.
South Korea is at a diplomatic crossroads. North Korean nuclear issue has long remained unresolved, notwithstanding the ROK-U.S.-China cooperation. China apparently believes that South Korea would remain sided with the U.S.-Japan security network. In practice as well as in theory, when the U.S.-China competition and the ROK-Japan stalemate continue, there is a strong possibility that South Korea would face a situation to take a reluctant policy choice. It is thus imperative for South Korea to develop a series of viable options at the time of great external change.
