The Act on the Utilization and Management of the National Territory and the Urban Planning Act were integrated into the National Land Planning and Utilization Act in 2003. After 10 years of the event, this study examines the relationship between the zones in the National Land Planning and Utilization Act and the Farmland and Mountainous Districts in the individual acts. In more detail, it investigates the relationship and draws policy implications in terms of the designation criteria, current state and problems, and legal restrictions. First, legitimate approaches are suggested to coordinate and connect the Farmland and Mountainous Districts with the zoning system. In addition, the rules of the reversion notification are proposed in case that the Agriculture Promotion Area or the Preserved Mountainous District is removed in the Agricultural and Forest Area or the Natural Environment Conservation Area. Third, the study presents the guidelines of readjusting the zones and the Farmland and Mountainous Areas. Last, some measures to improve the zoning system in order to address the complicated problems in relation to the Farmland and Mountainous Districts in the current legal system.
