As an integral part of cultural policy, cultural welfare comprises three aspects which are complementary one another but often contending in the perspectives on the primary focus and aims of the policy: democratization of culture, cultural democracy, and the welfare of minimum beneficiaries. The local government of Busan Metropolitan City, regarding the film industry as one of the major economic growth engines of the city, has concentrated its cultural resources to the industry. But such a policy resulted in the sectoral imbalances of arts and culture and atrophy of the high culture, narrowing the scope of cultural consumption of people. It is necessary for the Busan Cultural Foundation to play some active roles to alleviate these negative effects on the cultural welfare of Busan residents. The new policies of cultural welfare to be introduced are some artists" support programs different from current one on the principle of "small but equal amount of funds to more artists", the programs to promote alternative arts by amateur artists as well as professional, and the programs, complementary to the voucher card system, to increase the cultural participation rate of the lower income class.
