Since the opening of the distribution market, Small-sized business which are in structurally vulnerable competition have been through business deterioration. Improving this situation, the government legislated 「Special Law for Fostering Traditional Market」in 2005 and began in earnest to support the modernization of traditional market’s facilities and management. However, separate support to basic business districts faced with a limitation of invigoration local economy.
In this reason, introduction of a system designed to invigorate commercial districts is in preparation in order to introduce the approach to a more comprehensive idea like commercial districts. This study attempts to suggest an organization from which can practically promote and manage business for the invigoration of commercial districts through foreign case studies.
The management organization is urgently needed, considering the commercial activities, the core of commercial districts, do face-to-face business with customers, and that it will play an important role in assisting small-sized business in building up their competitiveness systematically.
Local partnerships are ideal as d type if organization, and it is required to secure the ability to survive for themselves by securing finances through their own profitable projects. Local governments need to authorize the management organization for business districts to manage business related with invigoration of commercial districts, and the central government need to procure and cultivate professionals like town managers who push ahead with the business.
