The purpose of this study is to find the rising causes of prime cost of apartment housing and to make alternative ideas with finding problems of system for sale. Therefore, I tried to analyse the backgrounds and causes of the recent rising trend of the apartment housing cost. Through the process of the analysis, I became to get some as follows about rising causes of prime cost of apartment housing. First of all, it is a liberalization measures about the right of apartment housing for sale since 1999. Second, it is the influence of demand and supply since IMF crisis. Third, it is the low interest policy the increasing of loan rate. Fourth, changes of enterprising structures in the construction company Fifth, the rising of direct expenses in apartment construction. Sixth, the influence for lightening a burden of members of an association in the redevelopment and re-architecture and finally, plus-option system of apartment housing etc. The second purpose of this study is to find a solution of the problems about prime cost of apartment housing. First of all, I tried to understand the prime cost of apartment housing. And then, I tried to make clear that the opening of the prime cost is not the proper solution to arrest the rising trend of the prime cost. Also, the proposed counter plan of the government, that is, the house pricing system geared with the prime cost<SUP>2)</SUP> and the bidding system of building lots with bond<SUP>3)</SUP> was analyzed in this study. Finally, I am going to propose the detailed and complementary contents while the governments solution of supplying the apartment and public building lots should include reflecting the recent trends of housing market.
