This thesis is a research on local cultural art centers as the local culture facilities. Characterized for their culturally nostalgic qualities, cultural facilities have been built by the government for cultural enrichment and preservation according to a variety of classifications, such as distribution by administrative district, specialization based on regional peculiarity, designation of cultural property based on the natural/social background, etc. However, majority of these government-led facilities have aimed at maintaining the balanced supply in consideration of user-friendliness and operational efficiency, and have been characterized as similar local cultural facilities. As a result, the supply distribution method on which the government has been dependent for 20 years in constructing local cultural facilities throughout the country without considering regional specialty has made them nominal ones calling for reconsideration in utilization aspects. Also, from the operational viewpoint, there is an increasing demand for the budget required to maintain and manage the facilities, and there is a need for new local cultural facilities. Given this background, this research aims at observing administrative and operational problems based on the existing local cultural arts centers and develop policy recommendations for them.
Under the research objectives specified above, the content and scope of this research focus on the aging of facilities and their remodeling alternatives. Although the constant supply of brand-new cultural arts centers has been emphasized for the distribution of cultural facilities, it is time for us to consider the maintenance and remodeling of existing ones. Also, in addition to some publications that raise problems in the type and operation of existing facilities, problems found on-site urgently call for appropriate solutions. Under these circumstances, this research is focused on the remodeling of existing facilities rather than on building new ones.
