The current issues regarding IPTV(Internet Protocol Television)-related "fair competition" have been at the center of regulatory issues in a convergence age. My paper intends to focus on a new direction for IPTV regulation or policy based on IPTV's technological attributes and various services, especially analysing "fiar competition" issues. Main results in my paper are as follows : a relevant market of broadband audio-visual services can be flexibly defined depending on the principles or purposes of a competition policy and the relevant market would be classified into three layers horizontally. On basis of these results, my paper proposed a new three-layered model applied to IPTV, which classifies broadband audio-visual services including IPTV into three layers, i.e. transmission, logic, and content layers. Each firm on these layers must be regulated differently with each others.
