Koguryo(高句麗) united with Baekje(百濟) and Malgal(靺鞨) to attack Shilla(新羅) at 655. This an attack promoted to organize the Allied Forces of Tang(唐) and Shilla(羅唐聯合軍). Moreover this an attack is consider as the first step of international order reorganization in 7th century middles the East Asia. Therefore Shilla an attack by the Ko-Bae Combined Forces(高?百聯合軍) is important in understanding the changing international circumstances at 7th century middles. But the study of the meanwhile have neglected about this Shilla an attack at 655. Especially, did not try to observe about stance of Koguryo which lead an attack.
Well, motive in which Koguryo attacks Shilla is associated with foreign strategy of this time koguryo. At that time the foreign strategy of koguryo is focused in restoration of independent the scope of influence. This point is identified through statement that the ruling powers of Koguryo did. Actually in the early 650s Koguryo attacks to advance in direction Khitan(契丹) of the west. Next year, Koguryo attacks Shilla. Consecutively Koguryo dispatched a large-scale delegation to Wa(倭). The reason why Koguryo adopted foreign strategy like this could find to a foreign predicament and diplomatic intervention of Tang about three countries(三國).
