After occupying Korea, the Japanese colonial authorities fostered and embraced an agricultural immigration to Korea, by propagating the argument of emigration concentration to Korea and Manchuria. At that time, Japanese Government regarded Korea as an outlet for its own overflowing population. The Japanese colonial authorities urged that Japanese immigrants should work as an advance guard for spreading 'advanced' agricultural techniques of Japan.
As part of the discussion on this problem, the Japanese colonial authorities started "A Survey on Korean agricultural products and farmland" to grasp the status of agricultural products. In its report the Japanese colonial authorities assessed that in Korea there are lots of virgin soil, and therefore Korea can accept more immigration from Japan. But at no distant date, they found that Korea did not have any bit of ground for Japanese immigrants. On such judgment, the Japanese colonial authorities attempted to raise money for agricultural improvements from Korean farmers, by imposing duties.
This policy on agriculture was called 'self-supporting economy' by the Japanese colonial authorities. To carry out this purpose, the Japanese colonial authorities began its own investigation into sources of revenue. After that, the Japanese colonial authorities collected tax on farmland and lots of union fees to organize the 'improvement' fund. Through this policy, the farmer's account balances deteriorated.
