In June 2003, the report on kidnapping cases covered in the vernacular papers reached its highest(18 cases reported). It was very rare that the crime of kidnapping itself, not a case of kidnapping, drew such attention from the press. Of the kidnapping cases during this period, there was only one case where a hostage was murdered and very few that were conducted by expert kidnappers.
Nevertheless, the society was seized with terror by kidnapping crimes and it was because of the context in which the crimes occurred and the media's competitive coverage. At that time, peak was the individual debts in the form of 'credit card debt'. The problem of credit card debt was not only economic one(the bankrupcy of credit card companies) but also social one(individual insolvency). One of examples was 'the crime of kidnapping'. It was actually possible at that time to vaguely think that the heinous crime like kidnapping could take place because of credit card debt without precise analysis of how many kidnapping cases were caused by credit card debt.
If this had been true, the problem of kidnapping crime could have been very serious; the problem of 'credit card debt' could not be solved in a short period of time. It is true that crime creates social terror in general, but if the crime targets a particular subject group―area, class, occupation, sex, age, and etc.―it is only natural that those in the group feel fear more strongly. In the case of kidnapping crime in June 2003, they centered in Gangnam-gu district of Seoul. In response to this, the district installed CCTVs, which became a social controversy.
However, the crime subdued since July, and instead the 'suicide' phenomenon surfaced as a social problem concerning credit card debt. As seen above, kidnapping crime happened in the social context, and the climate of terror created by the crime was socially composed by media to some extent.
