Parole is a part of criminal justice system which shifts inmates from in-facility treatment to in-community treatment by releasing them before their prison term. It is granted to those inmates who show good behaviors, and discernible possibility of successful re-integration into the society during their prison service.
Today's correction is summarized as treatment transition. Community treatment like parole and prevalence of rehabilitative treatments even within facility such as vocational training, religious guide, etc beyond simple imprisonment are good examples. This endeavor is to facilitate re-integration into the society by providing appropriate counter measures against offence opportunities. However, the current correctional condition is not fully favorable for this drive with some reasons.
Even though inmates have an access to newspaper, TV and other media, and have corresponding methods with outside by writing and calling, their daily life cycle is generally controlled in strict manners in the state of being isolated from the society. Therefore, these in-facility treatments require systematic and practical training in order to ensure inmates' self control in the changing society and practical re-integration into the society. However, such training could not be fully implemented by budget shortage and other reasons.
Those inmates who are granted parole may require more structured and planned training in the point that their training period have shortened and consequently training plan should be changed unlike general inmates population who serve their full prison term. Unfortunately, however, those required training have not been satisfactorily conducted in a practical sense.
This study put its focus on how parole system can be operated in effective and desirable manners in order to accomplish correctional goals, "successful inmates' rehabilitation". For this purpose, firstly, this study overviews adult inmates' parole system and its current practice in the view of correctional practitioner. Secondly, it interviews correctional officers and inmates from 9 institutions among 46 institutions to look into practical aspects of parole operation in the field level, and to understand how those interviewees see the parole. Finally, it tries to find out better ways of implementing parole system by analysing emerging problems.
