Report Errors
Our government adopted top down budget system since 2005 fiscal year. Its main intention is to decrease the inefficiency in the interaction between MPB and other ministries. Financial deficiency may be induced since financial autonomy of each ministry has come in earnest with the top down, under the competitive environment in the 21th. Our national assembly needs to improve function of budget consideration and control in the perspective for the people and for higher performances. Our national assembly management system is not as efficient and effective as we expect. Its capacity in budget control has recently been subjected to a analyzing information, is not yet completed. Considered most simply, efficiency which dominated public expenditure is achieved when the budgetary processes is settled to work well. the most important thing under the top down budget system is that each financial decisions and its criteria of governments should be reasonable and shared between administration and national assembly. Presents framework of deliberation by national assembly still oriented to bottom up system and just political management. This study suggests that some measures to improve the consideration of national assembly such as pre budget system.
