The experience of the 1997 Asian financial crisis compelled Korea and Indonesia to recognize the significance of Foreign Direct Investment(FDI) and to overhaul their policies and attitudes toward FDI. The improved foreign investment environments and aggressive FDI inducement policies have enabled Korea to attract a significantly increased foreign capital by Multinational Enterprises(MNEs), but Indonesia experienced a significant reduction in inflows of foreign capital. Receptivity towards FDI has increased in Korea and Indonesia through positive changes in attitudes toward FDI among local bureaucrats.
This paper reports the survey results of the recently changing attitudes of the government officials toward MNE in Korea and Indonesia. The government officials in both countries were shown to have favorable attitudes in different degree toward multinational firms, in general, for varying reasons. The more significant changes in attitudes toward MNE were shown among the Korean government officials than the Indonesian government officials. This paper also discusses several policy implications of this study on the enhancement of the receptivity towards multinational firms and the host-country policies of foreign investment in Korea and Indonesia.
