As Regional Trade Agreements(RTA) rapidly increased in number since the 1990's, many studies have been carried out but have a limit that they were directed toward one-aspect study. In this paper, such an one-aspect study was sublated, and both commercial and legal matters were considered to perform the study from an aspect of international commercial law.
Of the WTO regulations relating to Regional Trade Agreements, key issues centering on the article 24 of 1994 GAIT were discussed here, making a rule that multilateral ism and regionalism are to be understood as a mutually complementary relation rather than a mutually conflicting one. It would be appropriate for the key issues of article 24 of 1994 GAIT to be interpreted from a viewpoint of regionalism under a great principle of multilateralism, that is, Regional Trade Agreements exist under WTO.
