This paper examines the factors to affect economic recovery in Eastern Europe and the former Soviet Union based on the following: First, this study includes policy factors, initial condition factor, factors of economic dissolution and regional tension as explanatory variables. Second, this study uses data for the 25 countries for the period of 1994-1998. Third, this study also examines the heterogeneity among sample countries in terms of economic liberalization policy and initial condition. This paper comes to the following conclusions: First, The most important factors to affect economic recovery are fiscal policy, liberalization policy and initial condition. Second, regional tension and economic dissolution are not thought to be important any more. Third, heterogeneity among sample countries does not seem to exist.
