Today, it was one of the important regional policies to care for wild animals but it has been a lot of problems. In this study, taking an example of Japan, the problems caused under the protective policy of wild animals and how to control them properly were examined. The results are as follows.
a. Since environmental policy has been in force, forest was increasingly damaged and the safe of human life as well as the forest conservation was severely threatened by large wild animals.
b. In order to cope with the problems. wild animals were captured or exterminated without any definite restrictions, that is, they were hunted with confusion and disorder at random. This type of hunting has some contradictions such as unbalanced capture and common extermination of harmful animals.
c. To solve the problems, it is necessary to transfer to Yiopku-system and establish an operating system for attracting hunters and forest owners and recognize wild animals as resources or industries.
d. It is suggested that wild animals should be recognized and controlled as objects for ‘protection-control-production’ instead of objects for just ‘protection’.
