As for the Representative Democracy, the political party would contribute political stabilization and systematization in the political process It is the clear mechanism that the party just consists of Parliament and Parliament is made up by the election.
Arend Liphart classifies the character of political system into Majoritarian System and Consensual System. And he analyzes that Consensual System appears features of the execution separation, the balance between the Administration and Parliament and multiparty system. This analysis shows that Korea would tilt down to Majoritarian System, because it is general in Korea that the power is centralized and the Administration is predominant in the Representative Parliament. Therefore, it might be right direction rather to follow after Consensual System than to pursue Majoritarian System.
To seek the way for transforming Majoritarian System into Consensual System, it needs to mitigate the partys control in Parliament and strengthen the Parliaments authority along with toning down the features of Majority Representation system in the election and political party. Given the discussion over the political reform, it would present the new way as considering the sphere of Parliament and election system organically with the political party.
