In this article, I analyze the political power of coalitional presidentalism and Congress in Brazil. ow to overcome the political situation in which the imperial president constitutionally does not take a majority in the parliament because of the electoral system and to carry out the stable state administration. The political tools that the President possesses coalition government structures, ork barrels, party negotiations and competitive legislative powers. In particular, the composition of the coalition government could be the most stable choice in terms of political engineering in Brazil, despite the burden of having to share the power of other political parties and administration, and the problem of not fully accepting the people"s public support for the president. On the other hand, in order to maintain control and balance against the execution of the President, the Parliament could see that the election of the politicians in addition to the coalition of political parties could be a direct countermeasure. There is a balance politics because of the political culture in which the interests of the politicians are prioritized rather than the interests of the parties in the election process. The most popular strateg in this process the defection from a political party and the financial support such as the pork barrel. Thus, it can be seen that the coalition presidentialism and the parliament form a power relationship that constantly pursue negotiations in a structured environment as an electoral system.
