This study examined the situations of recently increasing unreported social welfare institutions in Kyonggi-do. Utilizing the secondary data set collected in August 2001, it investigated conditions of welfare facilities including the characteristics of the facilities and residents, programs, employees, expenditures, accommodations, relationships with the community, and their social needs.
In Kyonggi-do, the most popular type of facilities were those for the elderly and the disabled. They were established mostly in the 1990s by both individuals and religious organizations. The majority of the facilities were small and medium sized, holding less than 50 residents, and half of the residents were the recipients of National Basic Livelihood Guarantee. Major programs of the institutions were simple protection services, with few institutions providing rehabilitation and/or selfsupportive programs. Most employees did not hold social worker license. Majority of the facilities suffered from employee shortages. Since the unreported institutions did not receive financial support from the government, they had to heavily depend on donation, which caused unfavorable economic situation. Most institutions could not afford convenient facilities, and several of them had safety problems. The above situations are threatening the quality of life of the residents.
