The Korean society is also being converted into a post-industrial nation via the fast industrialization, reviews complex and diverse aging problems in a new view unlike the past, therefore the more flexible and reformative social welfare service network to satisfy new desires of the elderly will be established inevitably and concretely. Considering a loss of national society owing to the untimely prevention and removal of aging problems, services of the administrative and institutional dimension will have to be propelled that whole and synthetic services may be able to be immediately practiced. That is, we have to do our best that the elderly welfare service policy may raise the elderly welfare to the lever comparable to the development of industrial parts versus finance under pan-national concerms. Policymakers of elderly welfare sufficiently understand critical problems undergone by the aged and families and an agony of our whole society due to aging problems, and they will have to have a positive volition to improve the elderly welfare more sincerely and responsibly. In this study, a comprehensive model of cooperative practices among welfare facilities and institution in caring the community living elderly; First, there is a cooperation(transfer of elderly client from a facility to another facility) between general social welfare offices. Second, there is an exchange of social services between religious versus non-religious institutions. Third, there is an exchange of idea or official position among various residential or visiting facilities. Overall in this study, because any elderly client is like to transfer from one to another location, very cooperative exchange policy is recommended.
