There are many researches on hierarchical system of local administration. These researches can be stratified into two groups: abolition vs. preservation of Provincial Government(Do). The abolitionism is based on the theory of minimizing such demerits as inefficiency and insecuring the principle of autonomous ruling for municipalities, originated from the current multi-tier system of local hierarchical administration system. However, Do can be differentiated from municipalities in many aspects. First, Do has different historical and traditional aspects in contrast with municipality. Second, the metropolitan administration, which has a growing tendency, can not be adequately delivered by one single municipality. Do, therefore, can adequately supply the services which would cover whole metropolitan area such as garbage disposal, transportation, water supply etc.
This paper is to verify theoretically such special characteristics that Do has. For that purpose, the paper is going to conduct literature studies of the on-going researches. At the same time, the paper is going to implement a survey to verify the results of the literature studies.
