Recently the Balanced spatial developmentact was proposed to the public and is supposed to summit to the National Assembly. So far Participation Government tried to enact the law as its achievement. As the result of the efforts, the proposal put into shape.
As we know, Korea has preferred to unbalanced development strategy rather than balanced plan and the results have had bad influences upon our further development. Thus balanced spatioal development approach became urgent and essential task to all of us. So the central government has made various policies and measures continuously for growth control of advanced regions.
But the Proposal looks not so workable even though it has honorabl intention. It has already potential failure in its structure and contents. The proposal law suggests some dispensable and unreasonable factors. first, it make a premise not to include capital region in the scope of the law. Generally speaking, the capital region developed further than any other place in korea, but regions of capital have not equal conditions in fact, so we have to consider their real when we classify regions. if we classify regions according to its degree of falling behind, it would be more rational classification. secondly, the proposal has abnormal structure to be workable. the function and authority should be concentrated to one level like Datar of France. last, it has deceitful special account for its balance policy. actually the funds of the account were collected from those which have used for the local level government except lottery fund.
The proposal should be changed to be effectiveness. it is my conclusion in this paper. how can we get the effective law? the most important thing is to see the reality as it is and to make a cooperative system between capital and local regions.
