This paper responds to the disturbing poverty situation in Kenya. It questions: why the number of chronically poor women and men is increasing exponentially in Kenya four decades after independence; why several poverty alleviation strategies supported by the government and donor community have faied to reverse the swelling floods of the desperately poor in the country; and why some ethnic communities are poorer than others despite being endowed with natural resources. These are concerns that for a long time have been left to government policy makers, donor community, politicians and economists. This paper argues that degrading poverty persists in the country because 'poverty experts,' who happen to be the chronically poor themselves, have never been listened to. Further we assert that ethnicity is a variable in anti-poverty interventions because how people get trapped into poverty or escape from it have a cultural bearing on ethnic communities' attitudes to wealth creation. To illustrate our argument we compare attitudes of two ethnic communities in Kenya to Chronic poverty. We conclude the paper by suggesting the need to document the voice of the poor through life history methodology in order to influence policy in targeting cultural beliefs and practices that inhibit the fight against poverty in various parts of the country.
