The article is devoted to management in foreign labor force migration processes. These processes ore one of the most complex aspects of the Government policy in modern Russia. The labor force, without any doubts, is an important factor of the regional strategic development. However, the system crisis in Russia in 1990th made many negative tendencies in forming labor resources in Russian For East. Demographic tendencies not always are under the territorial proportions of the national economic structure. So using foreign labor force as an economic development factor makes change stereotypes of labor resources.
The stated basis of forming and developing state regional policy of foreign labor force migration has great scientific and practical interest. The instruments of state regional policy of foreign labor force migration let value the level of foreign labor force effectiveness. The system of State monitoring has the most value in practice because it was written under the State priorities system.
