This study seeks to explore basic concept and characteristics of Ukraine's foreign policy in Transition, focusing on power relations with the Russia and EU.
In the aftermath of the breakup of the Soviet Union, Ukrainian foreign policy was faced with new changes and challenges in post-soviet region. But the weakness of independent Ukraine's economic base was the major source of its foreign policy difficulties.
Thus, Ukrainian political leaders emphasized Euro-Atlantic integration as the priority goal for Ukraine, while, at the same time, aiming at maintaining close relations with Russia. This is a basic concept of Ukraine's foreign policy that featured constant tactical maneuvering between the West and Russia.
In this context, Yushchenko's government is basically pursuing multi-vector's foreign policy. But aim of Euro-Atlantic integration of Ukraine's foreign policy is difficult to be compatible with its aspirations of maintaining close relations with Russia,
Finally, In order to Ukraine to be able to find a successful formula for its relations with both the West and Russia its domestic objective need to become more focused and defined, but much depends on the way relations between Russia and West develop.
