This study is to grasp the effectiveness of housing supply policy through analysis the available housing ratio by region, and by class using the housing affordable index. Based on the house prices data in June 2007, this study focuses on inquiring into the gentrification by income bracket in the course of supply expansion by measuring the housing affordable index and purchasable ratio of new houses and the existing houses by class and by region.
The results of this study showed that the house purchasing power of the income class of higher than 60 percent level was analyzed as more than 100 but the house purchasing power of the income class of one percent was found to be less than 60. Thus, it was shown that the lower the income class is, the more distinctly the purchasing power decreases. Particularly, the analysis on the inventory of houses which are purchasable regionally showed that the whole country hoi of average households was 80% and that of the Metropolitan area was 63% and the income class of less than 30 percent level of the Metropolitan area hoi was less than 50 percent, showing that the supply effects of low income class were found to be low. Particularly, even if the purchasing quantity ratio of the low income class was found to be high, the analysis showed that small-sized old buildings were found to be purchasable. This causes the difference in the housing environment such as size and degree of obsolescence, and deepens the polarization of housing service between income classes. When the housing opportunity index of new houses which have been supplied after 2003 was examined, such difference in the purchasing power between the classes was increasingly widened. So the development diversifying the housing right protection policies and the house ownership system is required.
