The Purpose of this study is to explore the changing features of federal relations that has implemented under the Putin's second term. The term 'centralised federalism' or 'centralism' often been employed to depict the features of Russian federal relations. However, the phrase is too broad to capture the changes that have introduced under President Putin, particularly during his second term.
To produce a more detailed picture, this study categorises federal relations with three criteria: balance of power between the center and peripheries; patterns of interactions between the two; level of institutionalisation of federal process. This study also examined detailed bottom-up and top-down federal process respectively, which lead us to a couple of conclusions. The center is regaining dominant power in its relationship with regions. In particular, President Putin tend to convert the political power of the centre into a legal power. Putin tended to resort to regime style of federal relations in which coercive measures are taken to sort the problems out, but only in a very limited number of cases. Despite the growing prospects for the institutionalisation of federal relations, however, a search for an optimal level of balance of power between the centre and peripheries is still open to further discussions.
