The legal genealogy of the provisional government had no relationship to the Hanseong Government, unlike widely held views. Also, the Hanseong Government genealogical theory was merely utilized as a means for Lee Seung-man to carry through with his political interest relationship during the conflict and confrontation with the Shanghai Provisional Government of Korea.
The provisional government faced the challenge of 'the disorganization of the provisional government' from both inside and outside while bearing the criticism for its role as the highest authority for the independence movement since 1921. In coping with this, the provisional government insisted that the national genealogy should be continued after the Korean Empire and the 3ㆍ1 Declaration of Independence. This constituted the ground for maintenance against the provisional government disorganization theory even after the 1930s. In the meantime, the provisional government asserted that 'the provisional government was established by holding a representative convention after representatives nationwide gathered together in Shanghai during the 3ㆍ1 Independence Movement in 1919', and demonstrated a shift to a new recognition while stressing the inheritance of the spirit of the 3ㆍ1 Independence Movement, that is, independence from a foreign country, freedom, and equality.
Now is the time to get out of such an unproductive and exclusive discussion about the legal genealogy theory by shifting our perspective and view about the legal genealogy theory. With this aim, we should learn the historical experience from the provisional government that positioned world peace, independence from a foreign country, freedom, humanity, and equality as values to aim for during the anti-Japanese movements and the founding process of the country, through the government's 'reviving of the great mind of the 3ㆍ1 Declaration' even in the limitations of the legal genealogy theory.
