Knowledge-based economic development, which has been regards as an indispensible strategy in the course of economic recovery has been fruitful in Korea. From 1998, the Korean government has pursued industrial policy for developing venture businesses. And recently, various branches of government, especially the Ministry of Commerce, Industry and Energy, have collectively made industrial policy for the future. These policies intend to make Korea into the 10th largest country for knowledge and information, to improve the educational environment, and to establish a base for science and technology development. Through these policies, knowledge-based industries in Korea thriving, as can be seen by industries' growth, the increase of venture companies, the growth of IT-related industries, and the expansion of the e-commercial market.
In addition, the Chungnam local government pay the concern for knowledge-based economic development. The local government responded to regional economic recession. In this study, we have analyzed the economic potential and development strategies for knowledge-based industries based on Chungnam provinces. Thus we need to find a way to aggregate the information that we have been choosing the target industries for this region. The measures selected have been chosen at revealed comparative advantage and shift-share analysis. Based on this analysis we recommended the target industries as follows: semi-conduct industry, car-electronics industry, contents industry and a ginseng related food industry. For the condensed development, it will be possible to expand utilized knowledge to combined traditional industries. The companies need to maximize productivity in existing manufacturing industries through facility investment and R&D investment. The local government will provide IT related infrastructure. That is a one of the precondition for regional IT development.
