The most important moments of Japanese diplomatic history are the establishment of the US-Japan security treaty in 1951, and the political process of the revision of that security treaty in 1960. The studies on these issues are mostly based on historical and structural perspectives, however those studies have overlooked the role of political selection and decisions by the Japanese ruling class in the process of the establishment and revision of the US-Japan security treaty.
This study concludes that the establishment and revision of the US-Japan security treaty was a result of strategic selection and decisions by Japan, admitting that the international system and Cold War were an important variables influencing the US to establish and maintain a military alliance with Japan, and limiting the choice of the Japanese ruling class. When Prime Minister Yoshida took control of Japan's postwar politics, he decided to establish the security treaty with the US considering Japan's inability to defend itself due to settling the 'Article 9' of the Constitution which renounces the use of force as a means of setting international disputes. The necessity of the revision of the US-Japan security treaty came from the 'unilateral' nature of the security treaty. The Japanese ruling class did not feel that Japan was fully protected by the security treaty. In particular, Prime Minister Kishi, who understood American diplomatic preferences prefectly, used his diplomatic finesse to achieve the revision of the US-Japan security treaty.
