The purpose of this study was making health & welfare plan as the elderly welfare vision, policy tasks and a long or short term of practice tasks according to life zone, after the identification of the health and welfare needs of the aged based on research result that I take part in the survey as a main or assistant researcher and connected literature review.
In terms of priority of needs, it was make a difference more and less each community but elderly in countryside's health, medical, welfare and economical support service needs was common important problem. And the Kyung-Ro-Dang that it was used very often by elderly needed the free medical examinations, operational expenses and sports machines.
From these perspective, The vision of health & welfare plan for elderly in rural areas was decisive of 「stabile economic life, health security for the aged, and realization of hopeful society that lead a living with love of one’s neighbors」.
According to these, adopt Objectives such as a basic livelihood security, a insurance for the aged that lead a worthy life of human, and a preparation of the effective and efficient health & welfare environment.
Basic livelihood security includes practice task such as the expansion of community care facility for the aged, establishing linkage systems of health&welfare services for the aged, a assurance of stabile economic life, and ④ offer productive welfare means. Insurance for the aged that lead a life worthy of human contains a reinforcement of family aid services such as counselling service and the security for healthy and active life for the aged. And then preparation of the effective and efficient health & welfare environment includes the expansion of finance for the aged, a promotion of autonomous participating welfare, the construction of information system for health&welfare&employment and voluntary system, and the development of the private welfare resources
At present, the main old person welfare plan in rural areas must go ahead with the guarantee of income such as demogrants, In-Home Care Service, Day Care Center and Short Stay Center, Medical Center, establishing linkage systems of health&welfare services and emergency system, increase Sponsorship Program for the aged, guidance of an eating house opening for the aged,offer productive welfare means, efficient operation of the Kyung-Ro-Dang, reinforcement of social welfare education, construction of MIS of volunteer, and provision of meals service.
