This exploratory study is about the characteristics of the Korea social welfare delivery system. In order to find the change of the social welfare delivery system after 2000 in Korea, this study adopted the analytical tools of Beslley(2002)‘s model which analyzes the state role of the social service delivery in terms of financial, regulation, and provision and Young(2000)‘s model which tries to understand the relationship between the public and private sector. The results of the study show that Korea social welfare delivery system is possibly summarized by the weakness of the responsibility for the public and the strength of the market in the area of the social welfare. The study suggests that for strengthening the effectiveness and equity of the social welfare delivery system in the era of the mix of the welfare, it might be necessary to analyze and understand about the components of the failures of the market.
