British Cabinet Government is the model of Japanese Parliament Government system. England and Japan have the similar political environment that the Crown is the symbol of national integration. English 'parliamentary' system has been developed and formed through constitutional convention, but Japanese system based on "ritten" constitution. Both nations adapt bicameral system, and in England, the House of Commons whose members are chosen by general election while the members of the House of Lords are lords; but in Japan the members of both Houses are elected by the people. The Lower House plays the leading role in choosing the Prime Minister and forming the Cabinet. The successful operation in England depends on the existence of, and interplay between, two nation-wide political parties. But in Japan, Factions in the Free Democratic Party(自民黨) controls the political system, including the choice of the Prime Minister and the Ministers.
As Jennings says the English system as "symbol of freedom", Loewenstein points out that as "system for individual freedom". Britain has been the political praecepeor mundi for more than three hundred years, and has an earnest follower in Asia. As British Constitution is considered to be one of the most remarkable contemporary political organizations, they say "England is an island". So is Japanese Constitution in Asia: "Japan is an island."
One of the factors of the most successful system is, Loewenstein says, "the contribution of the Greek to Western culture was a political sensitivity to individual freedom which is the essence of politics." Japanese tradition of constitutional democracy is not more than over half-century, and could not be compared to English one. The question how Japanese Parliamentary System grows and provides "the basis for a social order compatible with human dignity" attracts all of us.
