Zoning data such as national land use planning map, urban land use planning map, agriculture promotion zoning map, forest land use zoning map have a relationship each other in law and spatial context. But the difficulties in data share and the lack of accuracy of manual work makes serious inconsistencies on zoning data relationship. These cause many trial and errors in land use.
The GIS Overlay method used for analyzing the inconsistencies on common border lines and the logical inaccuracies between zoning area. Then the areas of this problem were surveyed to know the reason of errors.
This paper suggests that the information technology such as GIS is very helpful to analyze the inconsistencies, to create database and to maintain this base. And the remedy guideline is presented to resolve the inconsistencies and inaccuracies on existing zoning data. Ultimately the improvement method on zoning system related to data creation and maintenance is described.
