Climate change is already raised as a global issue that is linked to the survival of humanbeing. About 75% of fossil fuel is consumed in the cities (EIA, 2007). Korea also consumes about 44.0% of final energy in the cities. Taking it into consideration, a plan for efficient land use in cities is necessitated in order to reduce and absorb CO2. The purpose of this study is to establish a land use model for increasing the connection of planning elements to ensure carbon reduction. Boundaries of space were classified as a small-sized life zone, connection of small- and middlesized life zone, a middle-sized life zone, connection of middle- and small- sized life zone, and a large-sized life zone. In the first survey, specialists were asked to answer the questionnaire so planning indexes were developed for each zone. In the second survey, replicated MDS was used to define connection of planning elements and the application of model was attempted. The significance of the study is that it explores the connection of planning elements for carbon reduction and makes efforts to establish a model for land use of a new city, in comparison with past studies, which focused on defining planning elements and applying to a specific zone.
